Awareness raising through focus group discussion, leaflet distribution and signature collection campaign was launched at Sea Street Rural Fisheries Organization on 20th January 2024.
The program was conducted in collaboration with Negombo People's Council and NAFSO Sri Lanka with the invitation of Sri Vimukthi Fisher Women‘s Organization, Negombo. There was a very rich and productive dialogue conducted and after the education program, fishers raised very valid questions as follows;
# to whom the Sea, water bodies belong?
# who needed this type of act?
# is this bill drafted a group of lunatic people?
# do the drafted people know the dynamics of the fishing industry?
# do the government provide us the fuel to go to beyond 5 nautical miles without fishing?
# who gave the authority to government to bring the foreign fishing vessels to our waters?
The fishers proposed to go for an islandwide campaign and continuous strike to protest against the fisheries act.
There should be a strong dialogue among Fisher people to inform minister of Fisheries and the government the strong objection to the act and to say, "We don't need this act and we reject it totally."
They suggested, "Draft new act, if necessary in consultation with genuine fishers, Fisher organizations and relevant actors.".
Leaders agreed to join the north-south-east-west Fisher dialogue on 26th January in Colombo and selected 3 persons representing non-mechanized vessels, small FRP boats and Multi Day boats sectors.
මුහුදු වීදි ග්‍රාමීය ධීවර සංවිධානය විසින් ජනවාරි මස 20 වැනිදා, කුඩා කණ්ඩායම් ඉලක්ක කරගනිමින් අත්පත්‍රිකා බෙදාහැරීමේ සහ අත්සන් ලබාගැනීමේ ව්‍යාපාරයක් හරහා ජනතාව දැනුවත් කිරීමේ වැඩසටහනක් පවත්වන ලදී.
මේ සඳහා, ශ්‍රී විමුක්ති කාන්තා ධීවර සංවිධානය විසින් කරන ලද ආරාධනයකින් නැෆ්සෝ සංවිධානය සහ එක්ව මීගමුව මහජන කවුන්සිලය සහභාගී විය. මෙහි, ඉතා හරවත් හා ඵලදායී සංවාදයකින් සහ අධ්‍යාපන වැඩසටහනකින් පසුව ධීවර ජනතාව විසින් ආරාධිතයින් වෙත පහත සඳහන් ප්‍රශ්න ඉදිරිපත් කළහ.
මුහුදු ජලය අයිති කාටද?...මෙවැනි පනත අවශ්‍යවන්නේ කා හටද?...මෙම පනත කෙටුම්පත් කලේ කවුද?...මෙය කෙටුම්පත් කල පිරිස ධීවර කර්මාන්තයේ ස්වභාවය ගැන දැනුවත්ද?...මසුන් ඇල්ලීමෙන් තොරව නාවික සැතපුම් 05කට එහා යෑමට රජය විසින් අපට ඉන්ධන සපයනවාද?...විදේශීය ධීවර යාත්‍රා මෙරටට ආනයනය කිරීමට රජයට උපදෙස් ලබාදුන්නේ කවුද?...
තවද, මෙම ධීවර පනතට විරෝධය දක්වමින් දිවයින පුරා උද්ඝෝෂණ ව්‍යාපාරයක් සහ අඛණ්ඩ වැඩවර්ජනයක් පැවැත්වීමට ධීවර ප්‍රජාව විසින් යෝජනා කරන ලදී.
"අපිට මෙම පනත අවශ්‍ය නැහැ. අප මෙය දැඩිව ප්‍රතික්ෂේප කරනවා" යනුවෙන් ධීවර ජනතාව අතර ශක්තිමත් ලෙස සංවාදයක් ගොඩනැගීම සහ මෙම පනත සම්බන්ධයෙන් මොවුන් තුළ ඇති දැඩි විරෝධය ධීවර ඇමතිවරයාට සහ රජයට දැනුම් දීම සහ ඔවුන් තව දුරටත් යෝජනා කලේ රජයට අවශ්‍ය නම් සැබෑ ධීවරයන්, ධීවර සංවිධාන සහ අදාළ ක්‍රියාකාරකයින් සමග සාකච්චා කොට නව ධීවර පනතක් කෙටුම්පත් කරන ලෙසයි.
26 වැනිදා කොළඹදී පැවැත්වෙන උතුරු-දකුණු-බටහිර-නැගෙනහිර ධීවර ප්‍රජාවගේ සංවාදය සමග එක්වීමටත්, යාන්ත්‍රික නොවන ධීවර යාත්‍රා, FRP කුඩා බෝට්ටු සහ බහුදින ධීවර යාත්‍රා යන අංශ 3ම නියෝජනය වන පරිදි නියෝජිතයන් තිදෙනෙකු මේ සඳහා සහභාගී කරවීමටත් ධීවර නයකයින් එකඟත්වය පල කළහ.
