The above two
day workshop was held at the Training Centre of National Fisheries Solidarity
Movement, Negombo with the participation
of 30 members. The main objective of this Capacity Building workshop was the
sharpening of the skills of members to move towards a more sustainable and self
reliance economic process with a deeper
understanding of the issues prevailing on Environmental degeneration,miss-appropriation
of lands and unwarranted interference
of political authorities in the process
of decision making by the communities .On the first day of the training program
Mr.Priyankara Costa, the Coordinator of the Praja abilashi Network shared the
key objectives of the program and
Miss.Raveendra Sumathipala attorney–at-Law, dealt with the themes on
Land and prevailing issues in relation to the usage of lands at present and how to respond to them.
This was
followed by the presentation and interactive discussion led by Mr.Sajeewa
Chamikara of Movement for Land and Agricultural Reforms.( MONLAR) on the
impacts of the National Physical Plan on the environmental destruction,
shattering of coexistence between men & animals expressed through ever
increasing Elephant Human conflicts along with the pending disasters. On the
second day Mr.Herman Kumara, the
President of the Praja Abilashi Network and the National convener dwelt
on the collapsing of the Rule of Law, need of a new constitution as well as the
urgency of building a self-reliance economic system to face the upcoming food crisis.
பிரஜா அபிலாஷ வலையமைப்பின் ஆளுமை விருத்தி செயலமர்வு மேல் குறிப்பிட்ட திகதிகளில் தேசிய மீனவ ஒத்துழைப்பு இயக்க பயிற்சி நிலையத்தில் 30 நபர்களின் பங்களிப்புடன் இடம் பெற்றது. சுற்றாடல் அழிவு காணிகளை தரிசு நிலமாக்குதலின் போது எடுக்கும் தீர்மானங்களில் முறையற்ற அரசின் ஈடுபாடு தொடர்பாக ஆழமான முறையில் அறிவை கட்டியெழுப்புவதன் ஊடாக நிலைபேறான மற்றும் தன்னிறைவு பெற்ற பொருளாதார செயற்பாட்டை நோக்கிச் செல்வதற்கு தேவையான ஆற்றலை விருத்தி செய்தல் இந்நிகழ்ச்சியின் பிரதானமான நோக்கமாகும். முதல் நாள் வரவேற்பு மற்றும் நோக்கு உரை பிரஜா அபிலாஷ வலையமைப்பின் இணைப்பாளர் திரு. பிரியங்கர கொஸ்தா மூலம் நடாத்தப்பட்டதோடு, பூமி, காணி மற்றும் பயன்பாடு தொடர்பாக தற்போதைய நிலமை மற்றும் அவற்றிற்கு முகம் கொடுத்தல் தொடர்பாக சட்டத்தரணி செல்வி. ரவிந்ரா சுமதிபால தெளிவு படுத்தினார்.
காணி மற்றும் திருத்தியமைத்தல் இயக்கத்தின் திரு. சஜீவ சாமிகர மூலம் சுற்றாடல் அழிவு பௌதீக அபிவிருத்தி திட்டத்தின் பாதிப்பு, யானை மனிதர் முரண்பாடு ஆகிய விடயங்களில் எதிர்காலத்தில் முகம் கொடுக்க வேண்டியுள்ள நிலைமைகளின் தெளிவு மற்றும் அதற்கு முகம் கொடுப்பது தொடர்பாக கலந்துரையாடப்பட்டது. இரண்டாம் நாள் பிரஜா அபிலாஷ வலையமைப்பின் தலைவர் தேசிய அமைப்பாளர் திரு ஹர்மன் குமார அவர்கள் நீதியின் ஆதிபத்தியம் வீழ்ச்சியடைதல், புதிய அரசியல் யாப்பின் தேவை, தன்னிறைவு பெற்ற பொருளாதார முறையொன்றை கட்டியெழுப்புதல் ஊடாக உணவு நெருக்கடிக்கு முகம் கொடுத்தல் தொடர்பாக கருத்துகள் முன் வைக்கப்பட்டன.
